More details will be revealed soon...
There's a six minute promo video on the AICN page. No indication of involvement from JMS, alas.

Will Phoneix Rising be animated like the first Captain Power?

I saw part of an episode on youtube once.

On second though, reaching back into fuzzy memory. I don't think it was animated?

I need to search youtube again.

You can buy the old show on DVD! It was live-action with a mix of practical and CGI special efx.
